Sanctuary was founded in 2021 after Kyle Winningham spent years helping California drivers navigate SR-22 and personal auto insurance.
He began in customer service at a specialized insurance agency and progressed into sales management. That experience exposed a recurring problem: drivers were often told they needed “an SR-22” without anyone clearly explaining the insurance policy underneath it, whether they needed owner or non-owner coverage, or what the filing could—and could not—accomplish.
Sanctuary was created to make that process clearer. The agency combines online purchasing with direct assistance, helping clients choose coverage based on vehicle ownership, household circumstances and actual use rather than treating every SR-22 request as identical.

Kyle has more than a decade of experience in insurance, with a concentration in California SR-22 and personal auto policies. Before starting Sanctuary, he spent six years at a specialized insurance agency, advancing from customer service into sales management.
That background shaped Sanctuary's approach: determine the correct policy first, explain it in plain language and remain available when clients need to change vehicles, update coverage or understand the insurance portion of reinstatement.
Today, Sanctuary serves more than 1,000 active policyholders throughout California. Kyle remains directly involved in the agency's sales, service and day-to-day operations.
